Battery Station ZTS mismatched CR123 Sale

I was just browsing the CPF page at Battery Station. It appears that Kevin is selling the CR123 cells that did not test at 100% on the ZTS tester for a very good price.

These cells should only be used in one cell lights.

He is offering a box of 50 cells for $30.

The only thing I know for sure is that they tested less than 100%, and should be only used in single cell lights.

That's not a bad deal, but I only have one single cell light so I wouldn't need that many. I wonder why they say the cells can only be used in single cell applications?
