General LED Question

While this question is not about an LED flashlight, I figure this is probably the best place to ask this question.
I have a nice table lamp with an LED bulb in it [

GE Lighting 22711 LED 16-watt

. I have noticed that when I first turn it on, the bulb seems to be a little bit brighter than normal, noticeable because it then drops very slightly in brightness. Is this normal behavior, or are my eyes deceiving me?

If there is thermal regulation in the bulb, it might be throttling the current down when it heats up.

Also possible the inbuilt power supply overshoots before settling into regulation
