I'm sure it is not a bad cell, being made by Panasonic, but what's the advantage over, say Samsung 50E?

None really, just another option.

Most of my 21700s' are Samsung,,
did tear apart a powerbank that went kaput, harvested six 21700 'noname' cells from it, surely made in China, but have decent runtime.

And yet another thing. Panasonic 21700 (being made exclusively for Tesla) are very difficult to obtain, unlike Samsung, LG, Molicell and Murata/Sony.
