Concerning the green color, possibly yes. there is much yet to be learned about lighting, waves etc. green LED light has many wonderful benefits so it is possible that a "mutation" of it could have a negative effect.
A rapid strobe is irritating but not incompacitating. I also recall a version that appeared to use red, blue, white green. The exact known (or yet to be dicsovered) frequency would be the strobe's main source of effect. one such immediate effect could be seizures and nausea. The "common" strobe frequencies of most lights is not designed for that function.
