WAMA RCR123A 3v questions

I've just bought a WAMA charger and 2 RCR123A 3v cells. I have a few questions, and I've searched CPF but cannot find the answers.

Firstly, they were sold as protected cells, but nothing on the packaging or on the cells themselves mentions any protection. Are they protected, and if so, does anyone know the extent of the protection?

Secondly, they are labelled as 3 volts. After charging as specified, the voltage, unloaded, was just over 4 volts, and under load, 3.5 volts. So they seem, on the face of it, to be just the same as RCR123A cells labelled as 3.7 volts. Are they any different, and where does the 3 volt spec. come from?

Also, and possibly the most important question, would these be safe to use in a Fenix P3D Q5?

Someone else can comment about the cells specifically, but the P3D can safely handle 3.7v cells without issue.
