Old cellphones will still call 911 even if not on a plan, I keep my old one in my truck for an emergency.

thats true.. one just needs to have an charging jack there too (batteries do go empty)
i left an old cellphone with its charger to my parents summer cottage, its plugged into the wall always so it should be ready to go at all times. (and i hid an prepaid sim card elsewhere there with "important" phonenumbers, not leaving that info into the phone which is easy to find and steal if a thief breaks in etc).
