H7 vs H9

Is the filament coil in an H9 bulb or Osram Rallye 65w H7 larger than the filament coil in a normal 55w H7 bulb?

In UN Regulation 37, An H7 filament's length is nominally 4.1mm and an H9 filament's length is nominally 4.8mm. So the answer is "It could be".

So my perception that the 65w Osram Rallye H7 is slightly more glaring than an ordinary H7 may not solely be due to the increased overall light output. Are there H7 bulbs with a higher peak luminosity in the center of the beam without throwing more light everywhere? Is this what the +XX bulbs are? Would a smaller filament length achieve this?

The H7-based H9 bulb can be more glaring in some headlamps primarily because it produces a whole lot more light, not because its filament might be 0.7mm longer.

A Philips Xtreme Vision H7 (top pick among standard-power H7 bulbs) would give higher beam peak intensity without exceeding the regulated maximum luminous flux of the H7 bulb category.

Luminous flux pushed to the max, filament made of smaller-diameter wire for higher surface luminance and smaller filament coil diameter.
