Revolution Calling... or maybe Suite Sister Mary. It's a toss up between the two.
Revolution Calling is the anthem of all the disenfranchised and completely ignored. It flays open the ugly truths about government, and big business, and the feelings of hopelessness in fighting the system... "Who do you trust when Everyone's a crook?"
Suite Sister Mary is love, and pain, at their most beautiful. Mary was always there for him, she never judged, inspite of it all their souls were inextricably linked. He had a job to do, he knew the pain that he would cause but that they would be together in the afterlife.
Empire is a much more commercial venture. Good none-the-less. The earlier works, Warning and Rage For Order, were great warm-ups, precursers of what was to come. Op:Mindcrime is the pinnacle, the standard by which everything else is judged.
