I've got citylights wired in, so I've got a piece of electrical tape over the low wattage pin on the base. Basically converting them to 1156's.
The difference between low and bright isn't staggering, and they'll not shine behind them to the reflector back.

xtravision put out more lumens than any other of the same wattage.
silverstars put out the prettiest color available within a group of the same wattage range, though significantly less lumen output due to the filter.
your best bet for total output would be a projector retrofit with HID. but...

I've noticed that there is a huge gap in the prices for crap LED bulbs versus quality ones.
Crap ones go for 5-10 dollars, whereas quality ones are 30 and up.
Quality ones are usually pretty directional, and have sizable heatsinks.
Of course it's possible to have more than one light source per optic. You just have to plot out where the light is going to go beforehand.

Not possible, I'm afraid.
Current headlamp reflectors are designed for a filament that is visible from more angles than a heatsinked LED can be.
Drop-in LED replacement headlamp bulbs are, I think, not going to happen.
