5 lumens from current and future LED's

There have been more than a few comments recently wishing for a low of 5 lumens or less from some of the multi-level Cree lights coming out. Per the press release, Lumileds appears to be working on a 100+ lumens/watt LED as well. So for these high power and efficiency LED's, will we get to a point where a very usable Arc-like 5 lumens isn't attainable either because it's outside the output range of the device or the device is actually less efficient at 5 lumens than say 20 lumens? If that happens, these "better" LED's may end up making flashlights less usable for certain tasks than the older LED's.

I really doubt that these LED's will lose the low level output or decrease in efficiency with lower output. LED's get more efficient the lower the drive current.
