BENKIA 26650 3.7V Li-Ion?

Newbie question - I'm a bit confused with this battery. Aren't Li-Ion batteries supposed to be 3.6V and not 3.7V?

Neither. They start fully charged at close to 4.2 V and discharge gradually to close to 3 V. 3.6-3.7 V is their midpoint voltage.

Battery voltage may vary during usage and charge also may vary on different load.
That's false advertisement. There is no 26650 with 8800mAh capacity.
KeepPower 26650 with capacity of 5200 has been used by many of us and passed the test.

Well, you can have a fixed output voltage out of an electrochemical cell by adding a regulation circuit in series with the load. This is how power banks work, for instance. The voltage will stay constant within the power limit of the regulator and the voltage difference in and out. Naked cells will always have voltage drop under load though.
