li-ion 18650 charger AND capacity tester

I've been googling and searching the forums and don't have a hard answer yet. is there a charger like my opus bt-c2000 that can charge and test li-ion 18650's, 10440's etc etc. chargers that can test the capacity of ni-mh and ni-cad have been around for a while and there's even competition. i'd love to know of a good option, that is well reviewed, accurate readings etc. i saw the night core d4, but it doesn't test capacity, and that's really why i want it. i found a youtube video of something in austrailia but i don't know if its a good product or not. i figured id come here and ask.

thank you. the opus bt 3400 is the one to get. the bt3100 is last years model and was prone to overheating. thanks, just bought one. can't wait to throw away some crap li-ion batts.

I am pretty sure the 3400 is the exact same as the 3100 v2.2 , reason for name change iirc was to stop confusion with the fan issues of v2.1 or earlier .
