If your light is bored out, yes it does.

A single 18650 looks to be around 4 volts whereas two CR123's are 6 volts, doesn't this reduce the output?

Yes and no;

A driver that can use both 1X liion and 2Xprimaries is called a buck/boost; it bucks the 6v down and boosts the 3.7v up to feed the led a relatively equal flow of electricity

For example a nailbender unit I owned was tested in Dave (NB) sphere; it gave 650 lumens on 2X123 for 15 minutes (or less, maybe 10) but gave 550 lumens on 1Xrcr18650 for 45 minutes (this was my old "super p7" I think).

The buck is only 90% efficient in the best drivers so you lose some mah (capacity) from the 2X123 batteries in the conversion

Once the final package arrives they will be going in to the machinist, his turnaround varies some but has been really fast lately!

Waiting for a prior project the machinist was working on to be done with the machines used to bore the bodies, they should be back in my hand by next weekend =)
