OK, I got one of these and I admit I know pretty much nothing about HID beyond what anyone with some engineering background and access to Wikipedia does 
It seems to me that they are simply underdriving a 24W lamp at 10W for the low stage. The light does take a long time to warm if you start it on 10W, and indeed they recommend you switch to 24W to speed up that process.
The lamp seems stable enough at 10W, with no flickering or weirdness, but does it hurt HIDs to underdrive them?
