Li-Ion Charger

I have several individual Li-Ion cells from laptop battery packs. Half of the batteries are underspec for over discharge so I am not going to use those. The others though are good (2.8v).

I was wondering if there is a cell based charger for Li-Ion cells or just battery packs.

ok I did find some chargers.

These cells are not protected on their own, is it ok to charge them still? I plan on adding the protection circuit that battery space sells. That or make a 14.8v bat pack and using the charger that I have now for those particular packs.
