That said, it seems the resting / quiescent open-circuit voltage should be ~~3.3v, definitely not...

I hacked together a "6 cell battery pack" based on a cheap xtar 6-cell slider charger, and added RC power and balance connectors. Unfortunately what i found is that this tends to exercise the fail-safe error checks in my rc charger.

looks like the F1 does 500ma discharge quite well, approaching 90% effeciency.
1000ma (which, is what my phone would charge at) is not a good, low-mid 80% efficiency, but with some problems maintaining 5v out after a time.
