That's because he's using a 14500 (you can see it's a Trustfire at 07:33). With an eneloop it's comparable to the SC51, about 0.010mA (can't be more specific, my multimeter's rubbish).
The product info. claims a FL-1 standard impact resistance of 2m, in which case dropping it onto concrete from that height is not going to be considered abuse, and it will be covered under warranty.
Considering the 1500 lm mode is rated for 5 hours & the 3500 for just 1.5, it doesn't sound like there's much throttling of the amperage there. I think the 'Burst' mode's just a misnomer. They call the same mode 'Turbo' in the product description to the left of the specs anyway.
