I can't seem to find anything with this combination of features:
-Small AA or AAA (1 or 2 cell)
-Plastic/rubber battery tube (the rest can be aluminum)
-Strobe/flash mode
-Can accept filter or traffic wand (Fenix LD40 can't, otherwise would be the one)
