Using jpeg for text storage isn't usually a good idea.
Use gif format instead if storing as an image file is the way you're thinking of going. The lossy compression of jpeg format can give you trouble.

Using any "picture format" to store text is a bad ideea period. Jpeg is lossy, gif has patent problems, but those aren't the real reasons. The problem is that you need 500-5000X more space to store pictures compared to text. And still the text gifs/jpegs won't display/print well on all devices. Most palm pilots don't have enough memory to store ONE page with "picture text", but can hold tens of e-books in one format or another.
And you don't have support for multi-page documents. And you can't search, copy/paste or wrap the pictures (very important !).
