What is the correct way to use Li ion batteries(18650, Ds, RCr123 etc) ? I've heard let them run down a little then recharge them and I've heard you don't need to let them run down you can just keep topping them up since they have no memory ? Just curious as to what is correct ?

Those two links will provide you with a solid amount of information to start off with. I suggest poking your head around in the battery section a lot more and picking some tips over there. Unfortunately, there is so much information on batteries that it will take a little bit of time to learn and memorize most of it. Here are some basics, 4.2 volts is full and 3.6 volts is empty. Protected batteries are safer for the cells but you shouldn't trip the circuit often as it is bad for the cell to go that low. Li-Ions are mostly (I do mean mostly, there is some risk to use them) safe to use but they are dangerous to charge. Topping them off prevents you from tripping the protection circuit and increases the life of the cell. I'm sure I butchered something with my wording but the intent was sincere. As I said earlier those threads are a great place to start.

And perhaps a Mod can move this to the battery section at some point. I'm sure you will get more thorough response there.
