Best cheap multimeter for flashlight testing

Like amp draw and etc? Mine seems to prevent flashlight from going on high i assume its the leads or restince in meter? So whats a good meter ?

I don't know about 'good'; but with regards to cheap, the basic units from Harbor Freight have worked well for me.
