Can I fix this driver?

When I turn on my C78 it will start out dim and after a second it will go to full brightness. I probably shorted and overheated something when I was probing the driver with my multimeter. The image below is the driver and I would like to know which part is the likely culprit? I'm thinking of replacing the IC chip first. Where can I get a replacement? Does anyone have a schematic of the circuit? I have plenty of old electronics with smd. Perhaps I can use something from there. Also, is that a diode at the top of the pic?

It's not the switch. I've done a test where I bypassed it.
 
Yes that is a diode. 2A rectifier. That thing looks like it's been put through the ringer!
 
Sounds like it could Possibly be a bad or disconnected capacitor not letting the pwm go high.
