The bulb has leaked. I suggest you don't use it, and call SureFire about it. The bulb is defective.

As has been said the glass envelope or the potting has a leak somewhere, they tend to get smoked up.

Ummmm....today I got a P61, first one I've ever seen, in a sealed package. It looked like the top half of the bulb had been frosted. It seems to work fine, puts out more than the stock. Is this a flaw, or do they come this way?

No, the tips of some Surefire lamps are frosted. The P61 is one of them.
