Damaged 18650 ?

I tried my AW 2600mah 18650 in a new light and wouldn't work. Tried it in the light I normally keep it in and still no light. Thought it needed recharging and after putting it in the charger, only had green light. The charger is working, will charge other batteries. I tried other batteries in both lights and both work. I tested the battery and it tested 3.69 without a load. Is the battery damaged ? It has been sitting at that capacity for a while, couple of months maybe.
