My Rayovac highbeam 3w seems a lot dimmer than it used to. And will strobing a led shortin life span? I would like my Olight m30 to stay bright forever.

Done correctly, it can be tens of thousands of hours. Done incorrectly, they could dim in minutes. Strobe has no harmful effects whatsoever.

Typically no, but again it depends entirely on the characteristics of the light itself. Just enjoy your lights and not worry about it. Most lights will be long outdated, forgotten, or destroyed long before you notice any dimming.

I was hoping that would not be the case , but .......... That was an expensive BETA test .
