It is nice you did the checklist, but could you fill us in on what you intend to do with these lights...It help the forum members greatly in their recommendations.
 
Sure!

I intend to use both the headlamp (HL) and the flashlight (FL) for high altitude outdoor trekking (Nepal, Laddakh, Tibet).

Both the HL and FL must be extremely durable and use LED.

AA or 18650 batteries/cells because I intend to recharge them with a GoalZero Guide 10 Plus Plus Kit or a Cottonpicker solar charger during the day.

Basically, I am looking for the highest lumen, most durable AA/18650 powered HL & FL.

What temps? Lithium primaries handle extreme cold better. Do you plan to be actively climbing or hiking in dark? Because the "highest lumens" will burning batts faster than the GZ maybe able to keep up with (esp. in poor weather), and if just hanging around the campsite in the evenings, low lumens are much easier on the eyes and charger

Temps can go below zero, but nothing extreme.

As little as climbing/hiking in the dark, but I want to have the option to have high lumens if I need to spot something outside during the night with the FL, so ideally multiple light levels.

For the HL I am currently looking at a Surefire Minimus AA, but you probably have better suggestions.

Basically the most durable, efficient AA FL & HL.
 
Maybe look at Zebralight and Spark lights. Fenix also has a line of Headlamps.

Do you prefer a floody headlamp and a throwy flashlight?

I am looking at the brands you mentioned, they look very good. Are they equally durable?

I have given up on AAA as they do not match my requirements.

I might be getting a Cottonpicker solar charger with a 18650 cell storage box.

Please also offer me advice for 18650 cell powered FL & HL.

What do you think of the Spark SP6 and the Spark ST6 500CW?

I've got the ST6 neutral white and I like it, but I'm no much of an outdoors man and I haven't tested its durability. I don't have an SP6 so I can't say.

There have been reports of Zebralights letting in water (mostly the H502), but my SC51 has been fine when I take it swimming (~40 min submersion). A lot of people like Zebralights.

Fenix has been around for a while (relatively speaking) and their products are durable according to what I've read.

Keep in mind that the 18650 battery is the same length as 2 CR123 batteries and a bit thicker (18 = 18mm in diameter, 65 = 65mm long). I'd suggest getting good brand protected batteries, AW, Pila, Keeppower, Eagletac, Foursevens... Check the batteries section for more info since I'm not as well versed in batteries.
