I know how a flashlight works and have been collecting them for a while now,but sometimes get lost in a lot of the technical talk and jargon.Modifying and testing kind of fasinates me,my question is does anyone know of some book which I could read to help me get started in this subject.I would like first to read something to give me a solid start with the basics and go from there.

Read anything on electricity. Volts, Amps, Watts are the basics. Followed by magnetism, prolly a bit of reading on optical stuff.

BTW you are refering to the basics of what? I hope I didn't mis-interprete your message?
 
Basic electronics, which Radio shack has books on. If you are going to work with LEDs at all, you will need to understand the most basic principles, like Ohm's Law, plus some semiconductor knowledge (nothing too esoteric).
