Flux Bin Coding Clarification

Hello,

I have a question regarding the flux ratings.

For example, S bins is supposed to have a flux range of 51.7-67.2.

Does this mean:

a) If I get a S bin, it can be any value between 51.7-67.2 as in it might be 51.7 or 52.7 or any value up to a max value of 67.2.
b) 51.7 is what I get if I drive it normally or and up to 67.2 if I overdrive it.
c) Something else.

I think the answer is "a." That's the brightness when the current is 700 mA. And that's my vote.
