H4 Bulb Lumen output?

If their advertising really says, that they draw less power than they output, you may want to steer clear...

Sorry, I don't know much about car headlights. However, it is possible to increase a bulb's efficiency so you get more Lumens/Watt, but that tends to decrease the bulb's life, sometimes drastically.
 
This is headlamps, not headlights... :D
Try: Beyond Flashlights > Transportation Lighting > Automotive

The people who frequent there should be able to tell you more than I but it looks like those are HID lights. The output comparisons are standard HID marketing: a ~50W HID can be equal in "brightness" to a standard fillament incandescent bulb at ~150W.

HIDs are sweet but require a bit more than plugging in a bulb.
