I was wondering what the best headlamp is for under $30. I'm looking for brightness and also something that will last
 
Second nomination for the HL21. It's a top light for the money and hard to beat.

This is my wife's favourite light in my collection. So much so she made me buy her one in black, I prefer yellow.
 
You might want to give us an idea of your intended use(s) for better suggestions. A good work headlamp may be quite different than a good hiking/camping headlamp which is yet again different from a good cycling headlamp...

It's for a relative for Christmas. I think it's more for if the power goes out or if they need it to work on something on the dark

The HL21 is hard to beat at that price point regardless of the activities.
3 modes with memory (low, mid, high).
1 hidden SOS mode (double click to access).
Comes with a built-in diffuser for close up applications.
XP-E LED with smooth reflector provides excellent throw.
Only needs 1 AA, easy to buy and easy to scavenge.

3, 45 and 90 lumens. The mid mode gets a solid 5+ hours of runtime and is bright enough for pretty much any task. The low mode is useful for reading at night. High mode isn't really necessary as the medium mode is as bright as it is. Fenix really should've given this light mode spacings like this - 1, 15, 50 lumens. It's still a good headlamp as is though.
