I hope you know where to find a d-cell maglite. The size depends on what kind of batteries you want to use. 26650 Li-ions with 4Ah would be a smart idea. 32650s are rather rare.
JimmyMs JM-PhD-D1 PWM Hotwire Regulator can be found
here. It allows you to set any voltage lower than that of your batteries under load and will "regulate" this voltage (keep the brightness constant). It will also protect your batteries from over discharge and will soft-start the bulb to lengthen its life (important for overvoltage). Before you buy it, you need to decide on a bulb, what voltage you want to run it at, how many modes you want, and what batteries you want to use (more importantly how many, so JimmyM can set the voltage for the overdischarge protection).

To choose a bulb, you need to know approximately how many Lumens you want for what amount of time. For example: 500 Lumens for 1 hour, 3000 Lumens für 10-20 minutes, etc. The more batteries you use, the longer the runtime will be at a given brightness. Thats the beauty of the regulator. This regualtor can be used with up to 9 4,2V Li-ion batteries in series. Other types of batteries also work (you just need a higher voltage than the desired bulb voltage). When you know how many Lumens you want, take a look at
LuxLuthor's bulb tests. The bulbs with lower voltages require less batteries.
Good bulb choices are:
- the WA (Welch Allyn) 1185 - ~1000 Lumens at 10-10.5V, ~35W
- Osram 64250 - ~700 Lumens at 7V, ~25W
- Osram 64610 - ~2200 Lumens at ~13,5V, ~66W
- Osram 62138 - ~3500-4000Lumens at ~13.4V, ~125W (=> throwiest bulb)
Then there are the Osram IRC bulbs. They are noticeably more efficient and provide a floodier, more even beam with a perfectly round hotspot (axial filament). There biggest downside is that they only reach these high efficiencies and white light output at very high voltages (17-19V). This means that you will need more batteries in series.
A few examples:
- Osram 64429 IRC (25W nominal power, no test data available), maybe 2000 Lumens and 50W
- Osram 64432 IRC - ~3000 Lumens at ~18V, 72W
- Osram 64440 IRC - ~3700 Lumens at ~18V, 90W
- Osram 64447 IRC - ~4700 Lumens at ~18V, 111W (I have a light with this bulb - extremely bright)
There are obviously many more choices and you can also choose lower voltages. I chose the highest reasonable voltages for each bulb (so that is has a life expectancy of 10-20 hours). Choose a bulb you can actually order in the US or are able to source a decent amount of (WA 1185 can be had in the USA, the Osram bulbs can be ordered form the European shop Svetila - depending on the bulb type

You will then need batteries capable of delivering the power you want. For high-powered applications (more than 3A per battery) I would use 26650 batteries. Check
HJK's battery tests for possbile models.
Obviously you will also need a good charger. Since you are using multiple batteries in series you will need a multimeter to check the voltages after charging.
