Homemade "headlamp" like Project needs IC spec

I trying to build a very simple inexpensive circuit for a led project.
1st: ON- HIGH 8 LEDs (5mm) LEDs
2nd: ON- LOW 4 LEDs (from the original 8 white LEDs)
3rd: ON- FLASH 4 red (5mm) LEDs (blinking)
4th: OFF

I bought some cheap lights that had this same function and ripped them apart to see what I needed for parts. I've attached some pictures of what I found but there is one part that I don't know what it is. What is that component, and where can I easily buy them? thanks

ahorton mentioned an IC does anyone know what kind would function like I want above?

I think that blob is an integrated circuit built straight onto the pcb and protected with a blob of epoxy.

You can buy a range of integrated circuits and microcontrollers from most electronics stores.

I need to some reading on IC's. I soldered on some regular white leds where my samples had blinking red ones, the white led blinked as well. I can go with the 3 position switch and blinking leds or trying and figure out an appropriate ic that will configure my light as needed.

Any intro to IC websites or books someone can recommend?
