How to drive a very lower LED

I want to drive a very low power LED with this specification

optical power o/p : 0.23 watts
forward voltage (max) : 4.6 volts
Forward current : 700mamp

I will be very thankful

700 milliamps makes for a pretty high-power LED.
Not sure what you're trying to do here. Do you want to underdrive a high-power LED?
