I actually saw the early studies on something very similar in some university research. They managed to do it on metals even, the result was very interesting in that the subjected surface was absolutely non-reflective because of how the laser altered the nature of the surface. It's pretty interesting stuff...

I seem to remember something about LASER treatment of teeth, with a similar technology. Supposedly, it toughened the surface and made it MUCH more resistant to cavities. But, I haven't seen it mentioned in several years.
