Looks like some sort of a flashbulb? The metal wool like substance in the bulb may be Zirconium. This device looks like it would provide a short flash of pretty blinding all-round illumination. The trigger looks fairly contemporary. Usually photography flashes that use flashbulbs would employ some form of reflector. Interesting...
