Inova Microlight battery issues

I have some cheap Chinese branded 2016 batteries that test fine for voltage, but will not work in my Inova Microlight. Does anyone know why? To my eye, they look the same as the 2016's that came with the light.
 
The microlight fails to light? If you have a spare, bare white/green/blue LED, connect it appropriately to one of these suspect 2016s. I expect the LED to light, then fade to a very dim level. I suspect that you have weak cells with an adequate OC voltage, but little ability to deliver current. In that case, they're garbage.
 
AnAppleSnail is correct: 2016 cells that test OK for voltage but cannot carry the current for any of the 2x 2016 lights thus resulting in a light output that is about 1/2 of expected. Those cells are manufacturing junk and should be recycled - even brand new out of the blister packaging.

I recently had a shipment of 100 2016 cells and discovered the above condition the hard way - after I handed out several 5x packs to acquaintances. Over 70% of those cells failed any load test in a Photon X-Light. I managed to inform the recipients and eventually sent new ones that tested properly under load. Still kinda bummed over that one.
