Is My New Ultrafire WF-139 Charger Defective?

Yesterday I got my new Ultrafire WF-139 Charger with three Lithium 18500 rechargeable protected batteries - 3.7V 1400mah.

The Maximum operating voltage of the batteries is 4.2Volts.
The stopping voltage of this charger is 4.17-4.23Volts.

One new rechargeable battery was 4.04Volts, and the other two new were 3.88 Volts.

I tried all three batteries in the WF-139., but the charger will not charge the batteries - both LEDs stay green.
I then left one of the batteries in a flashlight until the voltage dropped to 3.66Volts, but the charger's LED still stays green not red.
When the charger is empty the slots measure 4.94Volts. With the battery in the charger the slot reads 0.00Volts.

I would think the charger would top off the batteries somewhere between 4.17-4.23Volts.
Do you think the charger is defective?
 
It could be a connection problem at the negative terminal of the charger. It happened to my WF-139. All I needed to do was use a plier and bent the contacts, so it touches the battery's negative point properly. Take a look at yours and see if this is the case.

Uh btw, sorry i missed out that you were using 18500s, you need spacers for these. Are you using spacers?

That's exactly what the problem was.
I did not buy the button-top batteries, I had bought the flat top batteries.

So the (+) terminal of the charger was not contacting the (+) of the battery.
I found a correct size nut and used it.
The charger is now charging the batteries.
I've ordered the spacers as you mentioned.

I can tell your knowledgeable about this charger and batteries.
