So we have an Arc 4+ (current) and an Arc 4 (upcoming). Is this the head knurling change?

No, ssb, the difference between the Arc4+ and the Arc4 is the binning of the LED being used. The Arc4+ is the premium edition, and thus has the better LED. The Arc4 is the standard edition, and thus will have the standard quality of LED.

The knurling on the head is a different matter entirely.

Are the Arc4 seconds not good enough to even be a Standard (which I assume you would be building up stock), or at this point is it more cosmetic issues?

theledlight.com has the aaa-uv by arc, they are in their bargain basement for $39, dont know whether they're natural HA or Black HA
