Are there any forums dedicated to LED Bulbs?

On CPF, this forum (fixed lighting) is the closest we've got. As for other messageboards on the internet, no idea.

Try the "Groups" within LinkedIn. You will need to have or make a profile (join, it's a lot like Facebook except that it's a professional forum, not so much casual). There are a lot of solid state lighting Groups including the IES and Philips. There are groups for lighting designers, simulation software, lighting software, manufacturers, sales and marketing, etc. Loads of very informed and well placed professionals. Also plenty of hucksters, spam and straight up BS but there is so much information to wade through that the junk is really minimal.
