Leds have proven their power, the next "revolution" will be increased efficiency.

I've read predictions of 30 L/W in a year, and 50+ L/W in four years. Are we really making significant progress in this critical area?

We thought that Moore's law (Intel) couldn't push CPU speeds past 100mhz; and look where they are today
 
isn't the 30lumens per watt already being filled with q ranked leds? or am i looking at it wrong?
 
What is rank Q ? is there a chart or list showing rankings
and efficiency anywhere.

You'll find Luxeon binning data in a PDF file at lumileds site. It's not up and running now, so I can't be sure that this will work for you. But try:

Look for Application Brief AB21, "Luxeon Product Binning and Labeling." The information you want is in Table 4 on page 5.
