I've noticed when topping off partially discharged li-ion cells on my hobby charger that in many cases the charger will skip the CC part of the algorithm and start charging in the CV part of the CC/CV algorithm, exactly where depending on the SOC of the cell.
My questions regarding this are: 1) Is this normal charger behavior? and, 2) If I top off slightly depleted cells frequently, will this repeated skipping of the CC part of the cycle have any negative effects on the useful life of the cell in question?
