LM317 usage

I got an LM317 regulator but cant figure out how to get the correct voltage out of it. Either its the way im hooking it up or the values im using. It seems no matter what combo of resistors I use, i get nothing but 2.8V. Oh yea, im testing this on a 12 volt SLA (plan to use my car's voltage). I saw the hookup diagram of the LM317...tried to copy it but I guess im misunderstanding it...i need like a "dummy" diagram

BTW im looking to get a 3.2V value out of it for an LED circuit @ whatever mA two AA batteries would supply that circuit with.

Also, (when hooking it up with just resistors) i cant get an accurate meter reading on the voltage or amperage its using since it blinks and there isnt a constant draw...any advice? Trial and error doesnt really work here cuz I cant tell how much its receiving/drawing with the resistors.
