strobe & a variety of power modes, especially a low "moon" like mode (1LM or less that i can run all night), the smaller this light is the better, not concerned too much with MAX power since my edc is a jetbeam bc25 and that does nicely...

a less important option would be that it would be geared more towards throw than anything else, but that is optional

maybe a zebra light sc600?

Not much of a challenge. The UltraFire WF-501B MC-E runs on 1x18650 and draws ~90mA on low which yields ~24h runtime. It will draw 2900mA on high and 1300mA on mid. Note that the MC-E is not a new emitter, there may be better models out there.

If you like small, the Trustfire XP-EF23 runs on 1x10440 and draws ~40mA on low which yields ~8h runtime. It draws 350mA on high. It has a nice looking flood.
 
i guess its a no brainer. the zebralight sc600 has a stated runtime of 280 hours if ur running it on Low 1 (2.8 lumens)!!

i also looked at this one, it was up there on my list, however after just buying a similar size tactical (bc25) i decided i wanted something a bit smaller

You have two choices, the N-light Limited Edition R5 18650 Flashlight, or ShiningBeam S-mini XM-L T6 LED Flashlight 400 Lumens.

You could even throw in Fenix PD32 and even the Lumintop ED20 just for kicks. But the first two are the thinnest out there, thinner than the BC25 we own.
