Mag mod battery choice

I just completed a mag mod with a K2 led and shining beam 1.4 amp driver that is set up to use between 2.8 and 6 volts. If I use 1 18650 the light draws .8 amps at the tailcap, two primary cr123's show 1.4 amps at the tailcap, these are the amps I was looking for with this driver. The two primarys get VERY hot quickly providing the 1.4 amps,do I need to be concerned, and why doesn't the 18650 show 1.4 amps,
