Mag mod driver question

I just finished a mag mod, K2 led/ shiningbeam sku. 1218 driver(2.8V-6.0V 1.4amp). When I Checked amp draw at the tailcap it shows .8 amps with a fully charged 18650 and 1.4 amps with two cr123's. I have two questions, first why can't I get the 1.4 amps with the 18650, and second, the two primarys get very hot, very quickly, is this normal and do I need to be concerned or can I just use them to get to my desired 1.4 amps and not worry about the heat, thanks for the opinions and advice
