I have one of those 50mW CR2 lasers from kaidomain and it was pretty good, until it died
. On a 3.7V li-ion it could sting my skin without any black marker or focusing lens, and I could get smoke from a red match (but it wouldn't light one). I think it died because I used the higher voltage battery. It wasn't nearly as bright with a primary CR2 though.
I also have one of these:
http://www.kaidomain.com/WEBUI/ProductDetail.aspx?TranID=3349 and so far it has been excellent. Really rugged and almost as bright as the 50mW CR2 with both running on 3.7V. rechargeables. I have carried it in my jacket pocket for a few weeks now and have even dropped it a few times, and though I wouldn't go diving with it, it shouldn't have any problems with rain or snow. Don't expect it to light any matches without using optics though.
It's 10 bucks over your budget but this looks very good:

Looks like it has the same solid construction as the 20mW from kaidomain with more power.
Edit: Timelord posted a great review on LPF of the 20mW CR123 laser (from dealextreme, but it looks like the same laser), here:

Looks like it's more waterproof than I thought, he put it in a tub
It also looks like he was very lucky and got one with over 50mW of green output!
