Fenix E1? Or just buy a Fenix LOD-CE or a Liteflux LF2. Not the cheapest but you get to keep the warrenty and don't have to solder or take anything apart.
 
Fenix E0 or E1, depending on amount of light you want at the end. If you want the max possible, you could try the original single-stage L0P or Huntlight FT-A3 (if you can still find them).

Of course, all the Fenix lights are known to be a bit tricky to mod on occasion("loctite-lottery" and all).
 
If You are really cash crunched just get a Dorcy AAA at Walmart USA for $6 or so.

Otherwise get a Fenix E0 (similar brightness/ runtime to an Arc) or E1 (brighter than an Arc/2 hourrs runtime. Forget about modding to a Soeul. Different shaped emitters. EDIT See next 3 posts about the E1.

A purchased light with a Cree or Soeul built in would cost you $45 to $60. Practically all the lights available has already been mentioned.
The parts required for a mod would run you at least $30 and there is no guarantee the mod would work.

This is probably the easiest host as the lux in it are about the same shape and size as a SSC-P4. Note 1/2 hour runtime!!! A lot less than 5 hours for an Arc.

As the E1 can be modded with both Cree & Soeul the longer runtime makes it the better host. See next 3 posts.

The E1 can be modded to Seoul nicely :) The E0- no.
