OTF lumens

What does OTF lumens mean? Best guess here is On the Fly lumens, implying a quick drop as light heats up.

ON a side note. I am wondering, what deal extreme parts could I buy that would give me close over 130 lumen per watt at 400 milliamp and 6 volts. And could crank up high for burst mode?

DX drops ins have weird specs like 3 to 18 volts. But don't tell you if voltage is converted to amps for efficiency.
 
Out The Front as in actual lumens visible taking account of loss through reflection etc not lumens created at the emitter.
 
This isn't the place for enriching the DX shopping experience.
