So the battery pack for my Asus netbook wouldn't charge for some reason. I know it has less than 20 cycles because I rarely use the netbook. So i went on ebay and got a used replacement for about $5. Hearing about how laptop cells are 18650 and see how the asus netbook battery was round I tore it apart and found 6 Panasonic ncr18650 in them and they all work perfectly. I think the little board inside the battery went bad and wouldn't charge the cells.

The cells are gray and have heat shrink on them with made in japan. Found out the spec on the battery

Genuine Panasonic Cell Made in Japan
Capacity: 2900mAH (2750 Minimum)
Max charge current: 0.7C 2A
Recommended discharge current: 1C 2.9A
Discharge Termination Voltage: 2.5V
Internal resistance: <= 60m ohm
Approx.Weight: 45 (g)

these are the same cells

So if someone is looking for good cheap 18650 look for some Asus netbook battery.

Hm, my ASUS battery pack had Sanyo cells in it (or at least they look like Sanyo's).
Still quite decent cells, altho their capacity seems to have lowered a bit (they were 2600 mAh or so (laptop's battery pack had 5200 mAh written on it)), but now they're just ~2 Ah. They're 3 years old so I can't complain.

(sorry for pic quality, it'd be way better if all the money I spent on flashlights would actually go towards buying a new phone.. lol)
