One product that would be immensely useful in a tactical situation (described above) would allow me to have a pinpoint sized point of illumination for close in work such as map-reading or checking driver's licenses and could be opened to give a full sized beam.
 
They have these for stage lights. They're called Irises. They are like the iris in your eye--only much biger. They don't focus the light, but they do cut it off. Maybe a smaller version could be made for a flashlight--or maybe there is one out there already that is small enough. I have been searching on Google for the past several minutes and can not find a photo of one! I will look in my Stage Crew bible

How about cutting or drilling a hole in an opaque Surefire Tip Off Cover? Maybe you can fill in the hole with some colored transparency to help preserve night vision. Then you can flip it up for high power.
 
Check out Edmund scientific. They use to have iris's . I have not looked at their catalog in awhile.
